• It sounds to me like the cutout hole is a bit too tight and is pinching the base in, not allowing the inner ring with the shutters to spin. If you're saying that you're testing it before even placing it in the cutout hole and can't get it to spin then it might just be a manufacturer defect. I've installed the # A10-3360VP before and it was super easy to spin in place.
